Four things happen on every AES signature. None of them require a certificate to be issued for the signer.

Most platforms issue a qualified or advanced certificate per signer, per signature. That cost is real, so they meter it and charge you for every AES signature you send.
Our AES architecture reaches eIDAS Article 26 assurance through authentication, unique signer binding and PAdES sealing - no per-signer certificate. The marginal cost is effectively zero, so there is nothing to meter.
If a document legally requires the highest standard, use QES. Everything else is covered by unlimited AES.
